25 Years of a Worry-Free Cross-Connection Control Program

Genesee County Drain Commissioner -Division of Water & Waste is located northeast of Lansing and serves a population of approximately 270,000 with 47,000 wholesale and retail service connections.

The Challenge

“The year 2000 is when the partnership with HydroCorp began,” says Dan Lince, Water Superintendent for Genesee County Drain Commissioner – Division of Water & Waste (GCDC-WWS). This aligns with when the state began enforcing program requirements across Michigan, including Genesee County.

Running an efficient, comprehensive, and compliant program requires significant man-hours and expertise that many utilities, including Genesee County, can’t afford to dedicate to cross-connection control. “To complete the necessary inspections,” explains Lince, “it would require office personnel and field operators the GCDC-WWS doesn’t have.” To support their program, protect their community’s drinking water, and comply with Michigan regulations, they needed a partner.

The Solution

Starting in 2000, HydroCorp helped GCDC-WWS implement its commercial cross-connection control program and has managed it ever since. “We’ve had HydroCorp for going on 25 years now,” Lince says. “HydroCorp is one of the companies that we’ve always used and will always continue to partner with.”

HydroCorp manages both the administrative work for GCDC-WWS’s program—from notices and scheduling to data entry—as well as surveys in the field. “They know exactly how many accounts need to be tested, they send out the letters, they make the appointments, they do the inspections,” Lince explains. “HydroCorp and my operators are my eyes in the field when it comes to cross-connection control.”

Today, HydroCorp conducts 800 commercial surveys for the utility each year, managing each stage of the process and protecting the entire water system from backflow risks. “They keep our county drinking water safe, and that’s what matters most.”

The Result

With 25 years of partnership and counting, GCDC-WWS’s cross-connection control efforts are consistent, streamlined, and effective. “HydroCorp is a total turnkey operation. At the end of the day, I trust HydroCorp with our cross-connection control program.” says Lince. “We’ve built a great relationship after so many years of working together.”

“Communication is huge, too,” Lince shares. From program administration to field surveys, they remain confident that their program runs smoothly. “I can call an office staff member or somebody in the field—they can all help me with my questions. HydroCorp holds their employees accountable, and I can trust the whole operation.”

As of 2025, GCDC-WWS boasts a consistently high commercial compliance rate. These numbers reflect the impact of a cross-connection control program built, managed, and maintained over decades. Lince explains, “I don’t have to worry that cross-connections are getting overlooked or missed when HydroCorp is doing the job; I trust that they keep my county water system’s best interest in mind.”
